Breakthrough is spearheading an ambitious project to create a gender transformative education system, which is empathetic and responsive to the needs of adolescent girls and ensures that adolescents reach their full potential and live a life free of violence in the long run, by partnering at the central level with the Ministry of Education, NCERT and State level government education departments to co-create a curriculum intervention and teacher training modalities. This will ensure that the gender content is integrated in the contextual needs and priorities of the central and state education department and teachers are trained to look at their own gender biases and create a more gender responsive environment in the schools. By applying the gender lens to selected subjects and incorporating a special gender-infused instructional design initiative within core subjects’ syllabi,Breakthrough is mainstreaming gender into school education in a way that is practical and relevant.
Breakthrough is looking for a national/global thought leader, to champion and shape agendas surrounding Gender Transformative Education and other gender-related education issues at the state, national and global level. The Senior Consultant will lead the organization’s positioning strategy to deepen the impact of the gender responsive elements that Breakthrough brings within the education sector and liaison with the national and state governments and other implementers in order to break down barriers to education for girls, close the gender gap and unlock its transformative power for all adolescents within the government education system.
Working closely with the Chief Thematic Officer (CTO), the Consultant will serve as an ambassador for
the organization and for the gender transformative education system, more broadly. You will work with the specific state governments that Breakthrough partners with, with the state teams as well as the team at the centre. You will be expected to speak and/or publish widely, champion and share best practices, and pursue innovative opportunities and connections for the CTO and other key spokespeople on the issue. The Senior Consultant will help to build global and national awareness, momentum, and support for one of the most pressing needs for us to close the global gender gap in the run-up to the realization of SDG 2030.
The detailed role and responsibilities are mentioned below:
Key Responsibilities:
- Build synergies and work directly with Chief Thematic Officer to lead the development and execution of Breakthrough’s work on systems strengthening and positioning around Gender Transformative Education, with a focus on key government leaders and organisations in the education space. The Senior Consultant will coordinate internally between teams to ensure accountability, strategic alignment, and results.
- Build and manage partnerships and alliances to advance and refine the system strengthening and positioning strategy.
- Provide strategic inputs and support the systems change scale up with state governments as per the organisational expansion plans
- Connect and establish working relationships between Breakthrough and major government stakeholders (like Niti Ayog, Ministry of Education, NCERT etc.) which works on policies initiatives related to Education
- As a primary external ambassador of the systems change work, represent Breakthrough to key external constituencies. This includes both formal and informal presentations such as making speeches, and attending conferences and other meetings as necessary.
- Share and leverage evidence, engage directly with key stakeholders, cultivate and leverage champions, deploy strategic communications, speak and publish across influential platforms.
- Track and analyse key global policy developments and trends relevant to gender transformative education system
- Help identify new areas of work that the GoI and state governments would like to seek help on from Breakthrough on issues of education and gender.
- Guide the team of Breakthrough in supporting and identifying potential engagement areas with government that would help BT in its role of an agenda setter in the education discourse in India
Specific Knowledge, Skill & Experience Required:
- At least 15 to 18 years of experience working in government, positioning and/or public affairs.
- Knowledge of gender, education and development issues at the global level.
- Ability to work autonomously combined with experience working remotely
- Experience in developing and managing efforts to guide policymakers, NGOs, and other external stakeholders.
- Strong analytical, writing, editing and verbal skills for communicating with broad and diverse stakeholders, including the government.
- Creative, energetic and innovative approach to identifying solutions.
- Effective as a collaborator in complex internal and external organisations.
- Ability to work with efficiency and diplomacy.
- Proven ability to build and cultivate strong relationships.
- Proven ability to build and cultivate strong relationships with different government
departments.
