Breakthrough is looking for a Senior Manager – Evaluation in the Scale up and Strategic partnership
team who would be responsible for supporting the existing research opportunities and development
of tools, evaluation design and protocol, data analysis and report writing. This position will also
contribute to proposal development and publication of evaluation reports. This position will work
closely with teams based at Punjab and Odisha with frequent travel to both states as and when
required.

Key Responsibilities:

  • Perform advanced analysis of primary and secondary data according to the need of the
    programme
  • Conceptualise, design, manage and support various evaluation studies within the program
  • Develop and finalise program ToC, LFA, MEL framework and other MEL-related documents
  • Work with other teams across both states to provide methodological, analysis and evidence-
    based support.
  • Provide analytical support to the scale up team of Odisha and Punjab
  • Contribute and coordinate process monitoring activities for this programme
  • Review reports produced by peers, academics and other agencies in relation with the Scale
    up programme
  • Contribute to the publication of reports, articles and other relevant documents generated
    from the programme data/discussion /workshops.
  • Keeping abreast of findings from relevant research in Odisha, Punjab, national and
    internationally, making this available to R&E units and other units as required
  • Respond to internal and external data query for various reports
  • Performing any other reasonable duties as directed by line management and by the govt
  • Provide analytical input to team members and collaborate with the relevant technical
    advisory groups and committees as and when required building capacity of the internal as
    well as partner team members.
  • Work closely with third-party and external evaluation organizations to ensure
    methodological robustness and ensure all relevant evaluation components are evaluated in
    the most technically appropriate manner.
  • Maintain a strong communication focus internally within Breakthrough, with the program
    team and other teams, with the third-party/external evaluation partners, and with donors
    and government stakeholders, specifically in terms of discussing monitoring and evaluation
    priorities or sharing key insights from the monitoring and evaluation activities.

Specific Knowledge, Skill & Experience Required:

  • At least of 8 -10 years of work experience in the field of research and evaluation
  • Prior experience of systems change programmes and evaluation would be preferre
  • Post-graduation in Economics or any other related field
  •  Advanced knowledge of qualitative data analysis software is a must
  • Working knowledge of data collection tools such as Kobo toolbox and ODK
  • Advanced knowledge of SPSS/STATA and other quantitative and qualitative software
  • Experience in data analysis and interpretation and report writing
  • Well versed with various online data collection platforms
  • Critical thinking and attention to detail
  • Strong communication skills
  • Ability to work in a team environment
