Breakthrough is looking for a State Manager for Bihar to be stationed at Gaya, Bihar. The person will work to ensure the smooth execution of the program interventions in the specified region and ensure overall quality of the program.
Key Responsibilities:
- Manage Breakthrough’s program in the region of intervention
- Development and implementation of state PIP in line with the program centres, keeping in mind program objectives, available funds, and time-line
- Ensure effective program budget management and financial accountability
- Contribute in the formulation and implementation of advocacy strategy with different stakeholders
- Creating new/effective partnerships as well as strengthen partnerships with relevant departments of state government
- Ensuring effective and smooth coordination between implementation and other centres of Breakthrough as well as between state and central teams of Breakthrough
- Ensure all the team members receive orientation and appropriate training in accordance with organizational standards
- Develop and implement staff and task management practices including performance management of the staff
- Manage project team and ensure regular support and close work with state coordinator
- Ensure the physical welfare, well-being and professional development of project staff
- Promoting innovations to ensure more effective use of resources and keeping in mind the targets
- Representing Breakthrough at various state and national level forum towards furthering program objectives
- Ensure effective documentation of project learning: both quantitative and qualitative
- Facilitation and creation of donor interface, review, reporting and visits at the state level
- Upholding core values of Breakthrough in all aspects of the project
Qualification
- Post-Graduation in Social Work/Women Studies/Sociology
- At least 7 years work experience in similar field on program implementation
Skills and Competencies:
- Must possess excellent written and verbal communication skills
- Training and facilitation skills especially with adolescents
- In-depth understanding of gender, sexuality, menstrual health, and hygiene
- Strong networking and presentation skills
- Accurate with strong attention to detail
- Understanding of communication strategy and ability to translate key messages into actions
- Ability to travel frequently to remote villages and work independently
- Ability to interact with children and adolescent girls, community on various aspect of developmental issues in light of women’s & adolescent right.

Breakthrough reaches over to 10,000 women on factory floors to help them overcome the discrimination and violence they face at work and in their homes. Working to remove the stigma faced by working women, Breakthrough engages families, community members, peers and factory management in ensuring working women are supported and given equal opportunities.
Breakthrough’s first project was Mann ke Manjeeré , an award-winning music album and video compilation that stirred unprecedented discussion across India about women’s rights and brought the problem of domestic violence to the fore. Since then, Breakthrough has built its award-winning campaigns around the notion that “human rights start with you” — with individuals moved to bring the values of dignity, equality, and justice into their homes and personal spheres. Bell Bajao, our iconic campaign on domestic violence was advocated for by Ban Ki-Moon, the UN Secretary general, has won the prestigious silver lion at Cannes amongst other awards, and was adopted my several countries – Vietnam, China, Pakistan and Canada. Our campaigns have reached more than 400 million people globally and have created important dialogue on issues like domestic violence, sexual harassment, early marriage and gender biased sex selection.
